Samuhik Marudi Pratikar Udyam, Bolangir (SMPU-B)

(An united effort of Civil Societies, community Based Organisations and Peoples' Organisations in Bolangir for sustainable solution to poverty)  



 The Following activities were done keeping in view of the Vision, Mission, Goals and Objectives of SMPUB.

 

1.      Reducing hunger period of ‘most vulnerable’:

2.      Reducing distress migrations:

§  Constitution of Labourer society to organized the onorganised migrant labourers

§  Activating district and block administration and police department in effective implementation of Migration Act in the district. Strong monitoring by police and administration at migration season.

§  Sensitized migrant families on their rights and entitlements.

§  Advocacy for special funds provision to check migration, pilot initiative with administration in 5 GPs of Belpara block.

§  Facilitation of rescue and rehabilitation of migrants with distress situation.

§  Advocacy to release and rehabilitate the migrant labours under Bonded Labour Act

§  Community initiative to strengthen the RCCs in 33 villages/ Enrollment Campaign for the schooling of all children in the operational villages.

·         Collaboration with the Action Aid, Andhra Pradesh for the schooling of migrant children at the work place and reintegration in the village school.

·         Distress Migration was regarded  as an issue in Bolangir

·         District administration came forward for action for distressed migrants

·         Residenticl bridge course (RBC) and Non residential bridge course (NRBC) in destination, i.e. brick kiln area of Andhra Pradesh (send Oriya teachers from odisha to teach the migrant children in brick kilns.

·         Discussion and finalisation for MDM, immunisation and other facilities for the migrant children by the Odisha Government and AP government.

·         There has been a definite drop in the number of people migrating and even in the case of those migrating there is a reduction in the period of migration. An interesting feature is that as a result of CADMB’s aggressive NREGA campaign, the advance and wages offered by brick kiln has more than doubled.

·         During 2010, as many as 1399 regular migrant families were retained in 237 villages. The migrant labour today is definitely more aware of the facilities that he is entitled to and lesser cases of torture and non payment of wages are being reported. However, distress in migration continues to be a problem.

NREGA & RTI         

§  Training of partner community for the proper implementation of  NREGA/RTI

§  Follow up action on registration, Job demand, proper wage payment, work site facilities.

§  Facilitation of Inspection to Govt. offices by the Lok Sangathan

§  Revisiting and preparation of 16 G.P level people’s plan on NREGA consolidating the village level MLPs

  • Initiating social audit on NREGA in collaboration with district administration in 5 G.Ps

Right to health

§  Capacitating People’s organisations on NRHM programme.

§  Village level facilitation in linking untied funds under NRHM to needy families through health committees especially to rescued women and children.

§  Health Check camps for the migrant labours in the post migration period

§  KBK mobile health unit activated in organising camps regularly in specified dates and venues at all clusters.

§  New ICDS demanded and under process to open in villages

§  Training on HIV/AIDS for the staff of the network in collaboration with OSAC

§  Activated BASF in campaigning for the rights of PLHA in the district

§  District level rally and submitted charter of demands for the rights of PLHAs on the occasion of Global AIDS Week of Action

§  STAR process initiated at 10 villages under operational area.

Women’s Rights

§  Strengthened Anchalika Mahila Samiti at the cluster level regarding the rights and entitlements including ensuring Women’s participation in the process of decision-making at Palli Sabha and Gram Sabha, Equal and minimum wages under Govt. work and NREGA.

§  Facilitating Cluster level women federation (Anchalika Mahila Samiti) in addressing local issues on activating ICDS, Community Health services, NTFP wages, proper functioning of MDM, PDS and campaign against alcoholism.

1.Building alliance among other district level women campaign in KBK region for larger issues relating to livelihood and displacement.

PWD Rights

§  campaign for inclusion of PWD

  • Identification of PWDs and facilitation their linkage with certificates, aids and appliances including other Govt. services and entitlements
  • Organising PWDs through promoting Self Help Advocacy Group and federating at district level with Zilla Bikalang Adhikar Manch.
  • Zilla Bikalang Adhikar Manch(District level forum of PWDs) promoted and active in addressing the issues as a pressure group at district level in ensuring rights and dignity of PWDs. (Querterly meeting and follow up action by the block PWD leaders)

·         District administration sensitised in ensuring camps at GP, Block, Tahasil office and school level.
